The PNP allows participating provinces and territories to nominate candidates who meet their immigration needs and intend to live there. Quebec and Nunavut do not operate provincial nominee programs.
Enhanced streams are connected to Express Entry and require eligibility for a federal Express Entry program. Base streams are outside Express Entry; after nomination, the applicant applies for permanent residence through the non-Express Entry process.
IRCC awards 600 additional CRS points after an eligible Express Entry nomination is accepted. The nomination supports an invitation but does not itself grant permanent residence.
